In a frying pan, combine ground beef, butter, onion powder, minced garlic, kosher salt, and pepper together.
Break up ground beef and mix in seasonings.
Cook until ground beef is completely cooked through.
Add dry noodles, beef broth, and water to the ground beef.
Reduce heat to medium low and cover.
Cook on medium low heat for 5-8 minutes until noodles begin to soften.
When the noodles are al dente, remove lid and slowly add heavy whipping cream.
Let cook over medium low heat for 2-3 minutes.
In a separate bowl, mix together 1/4 cup water and 3 tablespoons cornstarch.
Slowly add cornstarch slurry into the alfredo mixture until sauce thickens and noodles are soft.
When the noodles are soft, remove from heat and add in 1 1/4 cup of parmesan cheese. Mix well.
Sprinkle the remaining 1/4 cup parmesan cheese over the top.
Garnish with chopped fresh parsley.
