In a large frying pan, cook the pork sausage over medium heat until fully cooked, breaking it up as it cooks. Remove from heat, drain any excess grease, and set aside.
In a medium bowl, whisk together the eggs, milk and salt and pepper until well combined.
Lightly spray a 9×13-inch baking dish with cooking spray. Spread the tater tots evenly across the bottom of the dish.
Evenly layer the cooked sausage over the tater tots. Pour the egg mixture over the top, then sprinkle evenly with shredded cheese.
